YHWH and the Superpowers

The nations, in their dealings with YHWH, are not always presented as having to deal with Israel at the same time. It is thinkable in Israel’s testimony, though not often articulated, that YHWH’s sovereignty extended directly to the nations, without mediating reference to Israel either as the vehicle of blessing to the nations or as the agent of destruction, or even as the locus of Torah. To be sure, these testimonies do not break completely out of Israelite categories, and one would not expect them to. There is, nonetheless, a marginal awareness in Israel’s testimony that the relation of the nations to YHWH is, on occasion, direct and not dependent on or derivative from Israel’s status and condition. This applies particularly to the oracles against the nations, a standard genre of prophetic speech that is present in most of the prophetic collections (cf. Isaiah 13–23; Jeremiah 46–51; Ezekiel 25–32; Amos 1–2; Zephaniah 2).20
